The Road Map

The Pennsylvania Energy Horizons Cross-Sector Collaborative released a policy road map in September 2022 for the deployment of hydrogen and carbon capture infrastructure in Pennsylvania. Authored by the Great Plains Institute (GPI), Successful Deployment of Carbon Management and Hydrogen Economies in the Commonwealth of Pennsylvania highlights key priorities for the state to meet its climate goals, maintain a competitive edge in energy production and industrial manufacturing, and secure billions of dollars in federal grants and private investments.

The road map identifies several next steps Pennsylvania can take to successfully deploy carbon management and hydrogen technologies:

  1. Establish a statutory framework that attracts project developers and investors; 

  2. Address Underground Injection Control (UIC) Class VI Primacy;

  3. Consider regional approaches to support intra- and inter-state collaboration; 

  4. Establish partnerships and structures to apply for Department of Energy (DOE) Hydrogen Hubs;

  5. Gain access to Bipartisan Infrastructure Law (BIL) funding to support full-scale commercial deployment of CCUS and hydrogen production projects;

  6. Commission future studies to provide additional guidance, data and analysis to advance work detailed in the road map;

  7. Digitize the commonwealth’s subsurface data to allow for consistency in curation and updates;

  8. Comment and engage on proposed regulatory changes and public policy opportunities;

  9. Use and accept standards and best practices when processing permit applications or permits to operate; and

  10. Incorporate environmental, energy, and social justice (EESJ) considerations into the commonwealth’s carbon management and hydrogen actions.

Guided by the recommendations of the road map, the Pennsylvania Energy Horizons Cross-Sector Collaborative will continue to advance public understanding on hydrogen and carbon management and strengthen relationships between the public, private, and nonprofit sectors on energy issues.
